Subject: Submission of Nomination Forms for the Election of Office Bearers for the year 2020-22 

Dear Members, 

This is to inform that as per the recent notification issued by the Ministry of Youth Affairs and Sports the following guideline has been issued to all National Sports Federations (NSF) stating that  “taking cognizance of COVID- 19 pandemic and requirement to maintain social distancing in the current situation, it has been decided to allow the NSFs to conduct their elections AGMs or SGMs by using virtual platforms or through Video Conferencing (VC) I other audio visual means (OAVM) as an alternative to avoid physical gatherings. However, this will be applicable only till 31 .03.2021” 

Tenure for the present Executive committee is for two year 2018-2020 expires in December 2020. It is essentially required to conduct the elections of for the Executive committee for the year 2020-22 before the end of the year. In view of this it is proposed to conduct the AGM at an appropriate date before the end of December 2020 by inviting nominations for various posts of office bearers on or before 20th of December 2020. 

The nomination of a candidate for election as Office Bearer (Member of the Executive Committee) shall be proposed by one of the representatives of the Permanent active Member states (should have fully paid their affiliation fees up to the financial year 2020-21) whose name is included in the Electoral College list as enclosed for the following designated posts as per bye laws” stated in the Memorandum of Association of BFI. Any proposed candidate being an employee currently under service of State/Central government needs to be mentioned specifically.

No person shall be eligible to nominate more than one candidate for the same post, either as proposer or seconder and, if he so does, his/her signature on the nomination papers delivered to the Returning officer shall be deemed to be inoperative. 

Each candidature whose nomination has been found valid on scrutiny shall be entitled to withdraw his/her candidature before the elections. 

Notice of withdrawal of candidature shall be submitted either by himself/herself.

The nominations (set of 3 forms) as per the prescribed form enclosed to be sent to the Returning Officer by Email tkbanerji@gmail.com within prescribed date as announced in this communication letter.  A copy to be sent to Mr. Srinivasan – Communications Manager (cardpacker@gmail.com)

The nomination forms to be filled by each candidate will include: 

  1. Self-attestation declaring his willingness to contest for the nominated post as per the rules stated MOA and AOA of BFI. 
  2. Proposer’s affirmation to the candidature’s post (to be signed by President/Secretary of an active registered state association) 
  3. Seconder’s affirmation to the candidature’s post (to be signed by President/Secretary of an active registered state association) 

The set of three a+b+c forms a valid nomination. 

Mr. Tapas Kumar Banerjee has been appointed as the returning officer for the elections as nominated by the BFI Executive Committee. All nominations may be sent by Email at tkbanerji@gmail.comso as to reach before 20th of December 2020. A nomination can be withdrawn on or before 25th of December 2020. 

Enclosed please find herewith the nomination form. Copy of Electoral College is also attached. It is to be noted that all existing office bearers carry one valid vote each and no proxy voting will be entertained. 

All associations may also clear their financial dues with the federation on or before 10th December 2020 to ensure being eligible for filing nominations and voting.
